To incite something means to move to action: stir up: spur on: urge on something. In these sentences the intentions of the protestors are clear, they want to stir up or create a riot. They came prepared with materials to irritate the opposing side, they were aggressive, and refused to obey orders of authority figures. Investigate would also be more of an observatory role and this group of protesters did not seem interested in simply watching.
