The WPA was designed to employ the millions of unskilled American workers who were suffering immensely during the Great Depression. These workers were employed in road and public works construction across the United States. At its peak in the late 1930s the agency employed more than three million Americans.

After Stalin came to power he replaced the New Economic Policy with the first of his Five Year Plans.
