Whatever views one may adopt of Disraeli's character and career, it is impossible not to be fascinated in watching the moral and intellectual development of this very remarkable man, whose conduct throughout life, far from being wayward and erratic, as has at times been somewhat superficially supposed, was in reality in the highest degree methodical, being directed with unflagging persistence to one end, the gratification of his own ambition—an ambition, it should always be remembered, which, although it was honorable, inasmuch as it was directed to no ignoble ends, was wholly personal. If ever there was a man to whom Milton's well-known lines could fitly be applied it was Disraeli. He scorned delights. He lived laborious days. In his youth he eschewed pleasures which generally attract others whose ambition only soars to a lower plane. In the most intimate relations of life he subordinated all private inclinations to the main object he had in view. He avowedly married, in the first instance, for money, although at a later stage his wife was able to afford herself the consolation, and to pay him the graceful compliment of obliterating the sordid reproach by declaring that "if he had the chance again he would marry her for love"—a statement confirmed by his passionate, although somewhat histrionic love-letters. The desire of fame, which may easily degenerate into a mere craving for notoriety, was unquestionably the spur which in his case raised his "clear spirit." So early as 1833, on being asked upon what principles he was going to stand at a forthcoming election, he replied, "On my head." He cared, in fact, little for principles of any kind, provided the goal of his ambition could be reached. Throughout his career his main object was to rule his countrymen, and that object he attained by the adoption of methods which, whether they be regarded as tortuous or straightforward, morally justifiable or worthy of condemnation, were of a surety eminently successful.
From earliest youth to green old age his confidence in his own powers was never shaken. He persistently acted up to the sentiment—slightly paraphrased from Terence—which he had characteristically adopted as his family motto, Forti nihil difficile; neither could there be any question as to the genuine nature either of his strength or his courage, although hostile critics might seek to confound the latter quality with sheer impudence. He abhorred the commonplace, and it is notably this abhorrence which gives a vivid, although somewhat meretricious sparkle to his personality. For although truth is generally dull, and although probably most of the reforms and changes which have really benefited mankind partake largely of the commonplace, the attraction of unconventionality and sensationalism cannot be denied. Disraeli made English politics interesting, just as Ismail Pasha gave at one time a spurious interest to the politics of Egypt. No one could tell what would be the next step taken by the juggler in Cairo or by that meteoric statesman in London whom John Bright once called "the great wizard of Buckinghamshire." When Disraeli disappeared from the stage, the atmosphere may have become clearer, and possibly more healthy for the body politic in the aggregate, but the level of interest fell, whilst the barometer of dulness rose.
If the saying generally attributed to Buffon that "the style is the man" is correct, an examination of Disraeli's style ought to give a true insight into his character. There can be no question of the readiness of his wit or of his superabundant power of sarcasm. Besides the classic instances which have almost passed into proverbs, others, less well known, are recorded in these pages. The statement that "from the Chancellor of the Exchequer to an Under Secretary of State is a descent from the sublime to the ridiculous" is very witty. The well-known description of Lord Derby as "the Rupert of debate" is both witty and felicitous, whilst the sarcasm in the context, which is less well known, is both witty and biting. The noble lord, Disraeli said, was like Prince Rupert, because "his charge was resistless, but when he returned from the pursuit he always found his camp in the possession of the enemy." Much has at times been said and written of the solecisms for which Disraeli was famous. They came naturally to him. At the same time there can be little doubt that his practice of indulging in carefully prepared solecisms, which became more daring as he advanced in power, was part of a deliberate and perfectly legitimate plan, conceived with the object of arresting the attention and stimulating the interest of his audience.

This is quite a difficult question to answer from general contextual clues. It is sort of a stand alone comment by the author included in the section that is intended to demonstrate Disraeli’s wit. However, we know that the discussion is about Disraeli’s witticisms against his fellow politicians. So there are some clues to help us, namely that the words “charge” and “camp” do not actually describe a battle, but rather a political debate. So, Lord Rupert’s charge was his argument, and finding his camp in the possession of the enemy means the people who were once on his side now disagreed with him after he lost the debate. This is sufficient information to help us determine the best possible paraphrasing available. Sometimes the contextual clues will be slightly less direct than usual, but its always still possible to answer them with a consideration of the wider context of the paragraph or passage.

Only while the world is in a very imperfect state can it happen that anyone’s best chance of serving the happiness of others is through the absolute sacrifice of his own happiness; but while the world is in that imperfect state, I fully admit that the readiness to make such a sacrifice is the highest virtue that can be found in man. I would add something that may seem paradoxical: namely that in this present imperfect condition of the world, the conscious ability to do without happiness gives the best prospect of bringing about such happiness as is attainable. For nothing except that consciousness can raise a person above the chances of life by making him feel that fate and fortune—let them do their worst!—have no power to subdue him. Once he feels that, it frees him from excessive anxiety about the evils of life and lets him (like many a stoic in the worst times of the Roman empire) calmly develop the sources of satisfaction that are available to him, not concerning himself with the uncertainty regarding how long they will last or the certainty that they will end.
Meanwhile, let utilitarians never cease to claim that they have as much right as the stoic or the transcendentalist to maintain the morality of devotion to a cause as something that belongs to them. It regards as wasted any sacrifice that doesn’t increase, or tend to increase, the sum total of happiness. I must again repeat something that the opponents of utilitarianism are seldom fair enough to admit, namely that the happiness that forms the utilitarian standard of what is right in conduct is not the agent’s own happiness but that of all concerned. In the golden rule of Jesus of Nazareth we read the complete spirit of the ethics of utility. To do as you would be done by, and to love your neighbor as yourself constitute the ideal perfection of utilitarian morality.
As the practical way to get as close as possible to this ideal, the ethics of utility would command two things. (1) First, laws and social arrangements should place the happiness (or what for practical purposes we may call the interest) of every individual as much as possible in harmony with the interest of the whole. (2) Education and opinion, which have such a vast power over human character, should use that power to establish in the mind of every individual an unbreakable link between his own happiness and the good of the whole; especially between his own happiness and the kinds of conduct (whether doing or allowing) that are conducive to universal happiness. If (2) is done properly, it will tend to have two results: (2a) The individual won’t be able to conceive the possibility of being personally happy while acting in ways opposed to the general good. (2b) In each individual a direct impulse to promote the general good will be one of the habitual motives of action, and the feelings connected with it will fill a large and prominent place in his sentient existence. This is the true character of the utilitarian morality. If those who attack utilitarianism see it as being like this, I don’t know what good features of some other moralities they could possibly say that utilitarianism lacks, what more beautiful or more elevated developments of human nature any other ethical systems can be supposed to encourage, or what motivations for action that aren’t available to the utilitarian those other systems rely on for giving effect to their mandates.

The life of Francis Bacon is one that it is a pain to write or to read. It is the life of a man endowed with as rare a combination of noble gifts as ever was bestowed on a human intellect; the life of one with whom the whole purpose of living and of every day's work was to do great things to enlighten and elevate humanity; it was the life of a man who had high thoughts of the ends and methods of law and government, and with whom the general and public good was regarded as the standard by which the use of public power was to be measured. All his life long his first and never-sleeping passion was the romantic and splendid ambition after knowledge, for the conquest of nature and for the service of humankind. It is difficult to imagine a grander and more magnificent career, and his name ranks among the few chosen examples of human achievement. And yet it was not only an unhappy life; it was a poor life. We expect that such an overwhelming weight of glory should be borne up by a character corresponding to it in strength and nobleness. But that is not what we find. He cringed to such a man as Buckingham. He sold himself to the corrupt and ignominious government of James I. He was willing to be employed to hunt to death a friend like Essex, guilty, deeply guilty, to the State, but to Bacon the most loving and generous of benefactors. With his eyes open he gave himself up without resistance to a system unworthy of him; he would not see what was evil in it, and chose to call its evil good, and he was its first and most signal victim.
Bacon has been judged with merciless severity. But he has also been defended by an advocate whose name alone is almost a guarantee for the justness of the cause which he takes up, and the innocency of the client for whom he argues. Mr. Spedding devoted nearly a lifetime, and all the resources of a fine intellect and an earnest conviction, to make us revere as well as admire Bacon. But it is vain. It is vain to fight against the facts of his life: his words, his letters. "Men are made up," says a keen observer, "of professions, gifts, and talents; and also of themselves." With all his greatness, his splendid genius, his magnificent ideas, his enthusiasm for truth, his passion to be the benefactor of his kind; with all the charm that made him loved by good and worthy friends, amiable, courteous, patient, delightful as a companion, ready to take any trouble—there was in Bacon's "self" a deep and fatal flaw. He was a pleaser of men. He was one of the men—there are many of them—who are unable to release their imagination from the impression of present and immediate power, face-to-face with themselves. In both worlds, moral and physical, he felt himself encompassed by vast forces, irresistible by direct opposition. Yet in truth we know that the oceanic movement is the product of many forces; the seeming uniformity covers the energy of a hundred currents and counter-currents; the sea-floor is not even nor the same, but is subject to untold conditions of elevation and subsidence; the sea is not one mass, but many masses moving along definite lines of their own. It is the same with the great tides of history. Wise men shrink from summing them up in single propositions. That the French Revolution led to an immense augmentation of happiness, both for the French and for mankind, can only be denied by the Pope. That it secured its beneficent results untempered by any mixture of evil, can only be maintained by men as mad as Doctor Pangloss. The Greek poetess Corinna said to the youthful Pindar, when he had interwoven all the gods and goddesses in the Theban mythology into a single hymn, that we should sow with the hand and not with the sack. Corinna's monition to the singer is proper to the interpreter of historical truth: he should cull with the hand, and not sweep in with the scythe. It is doubtless mere pedantry to abstain from the widest conception of the sum of a great movement. A clear, definite, and stable idea of the meaning in the history of human progress of such vast groups of events as the Reformation or the Revolution, is indispensable for anyone to whom history is a serious study of society. It is just as important, however, not to forget that they were really groups of events, and not in either case a single uniform movement. A sensible man learns, in everyday life, to abstain from praising and blaming character by wholesale; he becomes content to say of this trait that it is good, and of that act that it was bad.
M. D'Héricault's volume naturally suggests such reflections as these. Of all the men of the Revolution, Robespierre has suffered most from the audacious idolatry of some writers, and the splenetic impatience of others. M. Louis Blanc and M. Ernest Hamel talk of him as an angel or a prophet, and the Ninth Thermidor is a red day indeed in their martyrology. Michelet and M. D'Héricault treat him as a mixture of Cagliostro and Caligula, both a charlatan and a miscreant. We are reminded of the commencement of an address of the French Senate to the first Bonaparte: 'Sire,' they began, 'the desire for perfection is one of the worst maladies that can afflict the human mind.' This bold aphorism touches one of the roots of the judgments we pass both upon men and events. It is because people so irrationally think fit to insist upon perfection, that Robespierre's admirers would fain deny that he ever had a fault, and the tacit adoption of the same impracticable standard makes it easier for Robespierre's wholesale detractors to deny that he had a single virtue or performed a single service. The point of view is essentially unfit for history. It is folly for the historian, as it is for the statesman, to strain after the imaginative unity of the dramatic creator. The history of the Victorian Age will never be written; we know too much about it. Concerning the age which has just passed, our fathers and our grandfathers have poured forth and accumulated so vast a quantity of information that the industry of a Ranke would be submerged by it, and the perspicacity of a Gibbon would quail before it. It is not by the direct method of a scrupulous narration that the explorer of the past can hope to depict that singular epoch. If he is wise, he will adopt a subtler strategy. He will attack his subject in unexpected places; he will fall upon the flank, or the rear; he will shoot a sudden, revealing searchlight into obscure recesses, hitherto undivined. He will row out over that great ocean of material, and lower down into it, here and there, a little bucket, which will bring up to the light of day some characteristic specimen, from those far depths, to be examined with a careful curiosity. Guided by these considerations, I have written the ensuing studies. I have attempted, through the medium of biography, to present some Victorian visions to the modern eye. They are, in one sense, haphazard visions—that is to say, my choice of subjects has been determined by no desire to construct a system or to prove a theory, but by simple motives of convenience and of art. It has been my purpose to illustrate rather than to explain. It would have been futile to hope to tell even a précis of the truth about the Victorian age, for the shortest précis must fill innumerable volumes. But, in the lives of an ecclesiastic, an educational authority, a woman of action, and a man of adventure, I have sought to examine and elucidate certain fragments of the truth which took my fancy and lay to my hand.

The art of biography seems to have fallen on evil times in England. We have had, it is true, a few masterpieces, but we have never had, like the French, a great biographical tradition; we have had no Fontenelles and Condorcets, with their incomparable éloges, compressing into a few shining pages the manifold existences of men. With us, the most delicate and humane of all the branches of the art of writing has been relegated to the journeymen of letters; we do not reflect that it is perhaps as difficult to write a good life as to live one. Those two fat volumes, with which it is our custom to commemorate the dead—who does not know them, with their ill-digested masses of material, their slipshod style, their tone of tedious panegyric, their lamentable lack of selection, of detachment, of design? They are as familiar as the cortege of the undertaker, and wear the same air of slow, funereal barbarism. One is tempted to suppose, of some of them, that they were composed by that functionary as the final item of his job. The studies in this book are indebted, in more ways than one, to such works—works which certainly deserve the name of Standard Biographies. For they have provided me not only with much indispensable information, but with something even more precious—an example. How many lessons are to be learned from them! But it is hardly necessary to particularize. To preserve, for instance, a becoming brevity—a brevity which excludes everything that is redundant and nothing that is significant—that, surely, is the first duty of the biographer. The second, no less surely, is to maintain his own freedom of spirit. It is not his business to be complimentary; it is his business to lay bare the facts of the case, as he understands them. That is what I have aimed at in this book—to lay bare the facts of some cases, as I understand them, dispassionately, impartially, and without ulterior intentions.

It is rather a pity that Paul Bourget should have written “Outre Mer,” thoroughly credible book though it is. Mr. Bourget is a novelist, and he should not content himself with being an essayist, there are far too many of them in the world already. He can develop strong characters, invent strong situations, he can write the truth and he should not drift into penning opinions and platitudes. When God has made a man a creator, it is a great mistake for him to turn critic. It is rather an insult to God and certainly a very great wrong to man.
If there is anything which should make an American sick and disgusted at the literary taste of his country, and almost swerve his allegiance to his flag it is that controversy between Mark Twain and Max O’Rell, in which the Frenchman proves himself a wit and a gentleman and the American shows himself little short of a clown and an all around tough. The squabble arose apropos of Paul Bourget’s new book on America, “Outre Mer,” a book which deals more fairly and generously with this country than any book yet written in a foreign tongue. Mr. Clemens did not like the book, and like all men of his class, and limited mentality, he cannot criticise without becoming personal and insulting. He cannot be scathing without being a blackguard. He tried to demolish a serious and well considered work by publishing a scurrilous, slangy and loosely written article about it. In this article Mr. Clemens proves very little against Mr. Bourget and a very great deal against himself. He demonstrates clearly that he is neither a scholar, a reader or a man of letters and very little of a gentleman. His ignorance of French literature is something appalling. Why, in these days it is as necessary for a literary man to have a wide knowledge of the French masterpieces as it is for him to have read Shakespeare or the Bible. What man who pretends to be an author can afford to neglect those models of style and composition. George Meredith, Thomas Hardy and Henry James excepted, the great living novelists are Frenchmen.
Mr. Clemens asks what the French sensualists can possibly teach the great American people about novel writing or morality? Well, it would not seriously hurt the art of the classic author of “Puddin’ Head Wilson” to study Daudet, De Maupassant, Hugo and George Sand, whatever it might do to his morals. Mark Twain is a humorist of a kind. His humor is always rather broad, so broad that the polite world can justly call it coarse. He is not a reader nor a thinker nor a man who loves art of any kind. He is a clever Yankee who has made a “good thing” out of writing. He has been published in the North American Review and in the Century, but he is not and never will be a part of literature. The association and companionship of cultured men has given Mark Twain a sort of professional veneer, but it could not give him fine instincts or nice discriminations or elevated tastes. His works are pure and suitable for children, just as the work of most shallow and mediocre fellows. House dogs and donkeys make the most harmless and chaste companions for young innocence in the world. Mark Twain’s humor is of the kind that teamsters use in bantering with each other, and his laugh is the gruff “haw-haw” of the backwoodsman. He is still the rough, awkward, good-natured boy who swore at the deckhands on the river steamer and chewed uncured tobacco when he was three years old. Thoroughly likeable as a good fellow, but impossible as a man of letters. It is an unfortunate feature of American literature that a hostler with some natural cleverness and a great deal of assertion receives the same recognition as a standard American author that a man like Lowell does. The French academy is a good thing after all. It at least divides the sheep from the goats and gives a sheep the consolation of knowing that he is a sheep.

King Henry is dead; Stephen, that bold and outrageous person, comes flying over from Normandy to steal the throne from Henry's daughter. He accomplished his crime, and Henry of Huntington, a priest of high degree, mourns over it in his Chronicle. The Archbishop of Canterbury consecrated Stephen: "wherefore the Lord visited the Archbishop with the same judgment which he had inflicted upon him who struck Jeremiah the great priest: he died within a year." Stephen's was the greater offense, but Stephen could wait; not so the Archbishop, apparently.
The kingdom was a prey to intestine wars; slaughter, fire, and rapine spread ruin throughout the land; cries of distress, horror, and woe rose in every quarter.
That was the result of Stephen's crime. These unspeakable conditions continued during nineteen years. Then Stephen died as comfortably as any man ever did, and was honorably buried. It makes one pity the poor Archbishop, and wish that he, too, could have been let off as leniently. How did Henry of Huntington know that the Archbishop was sent to his grave by judgment of God for consecrating Stephen? He does not explain. Neither does he explain why Stephen was awarded a pleasanter death than he was entitled to, while the aged King Henry, his predecessor, who had ruled England thirty-five years to the people's strongly worded satisfaction, was condemned to close his life in circumstances most distinctly unpleasant, inconvenient, and disagreeable. His was probably the most uninspiring funeral that is set down in history. There is not a detail about it that is attractive. It seems to have been just the funeral for Stephen, and even at this far-distant day it is matter of just regret that by an indiscretion the wrong man got it.
Whenever God punishes a man, Henry of Huntington knows why it was done, and tells us; and his pen is eloquent with admiration; but when a man has earned punishment, and escapes, he does not explain. He is evidently puzzled, but he does not say anything. I think it is often apparent that he is pained by these discrepancies, but loyally tries his best not to show it. When he cannot praise, he delivers himself of a silence so marked that a suspicious person could mistake it for suppressed criticism. However, he has plenty of opportunities to feel contented with the way things go—his book is full of them.
In the month of August, Providence displayed its justice in a remarkable manner; for two of the nobles who had converted monasteries into fortifications, expelling the monks, their sin being the same, met with a similar punishment. Robert Marmion was one, Godfrey de Mandeville the other. Robert Marmion, issuing forth against the enemy, was slain under the walls of the monastery, being the only one who fell, though he was surrounded by his troops.
