To solve for mean, you must add up all of the values in your set then divide that total by the number of values you have.
The problem already gave us the total amount which represents the total for the year.
They ask for the monthly average which would mean you divide the total amount by the number of months which there are months in a year.

Since the mean is calculated by adding up all of your values together and dividing by the total number, it is affected by changes in values on the high or low end. Since one of the values is increased, the numerator in your calculation would also increase. But the total number of values did not so the denominator stays the same. With only the numerator going up, the final value will also go up.
